Ministerial Decision on net-billing signed

The 100% consent requirement in apartment buildings and the 3-year settlement period have been confirmed

Ministerial Decision on net-billing signed
The final and definitive step remains before the outstanding issue of the net-billing framework can be resolved: publication of the Ministerial Decision. According to sources familiar with the matter at energypress, the relevant Ministerial Decision has been signed by the Ministry of Environment and Energy.

The final text incorporates two significant changes compared with the text that was put out for public consultation.

The first concerns the provision to reduce to 51% the consent required from a building’s co-owners to install photovoltaic systems in communal areas.

As a result, installing a system in a communal area will continue to require the consent of 100% of the co-owners—or whatever is stipulated in the bylaws of each apartment building—as is currently the case. According to ministry sources, the change was made because it was considered that reducing the percentage could lead to legal problems.

Additionally, the settlement period for net-metering will not be reduced to one year, as stated in the consultation text. Thus, any surplus energy injected during previous metering periods will continue to be carried over until the first settlement bill issued after three years, as is currently the case.
